Cream together shortening and sugars.
Add eggs, beat well.
Dissolve soda in water.
Add dissolved soda, peanut butter, salt, and vanilla to sugar mixture; mix well.
Add reconstituted bulgur and flour, mix well.
Roll in balls, press with fork. Bake at 325°F for 15 to 20 minutes.
